Egy spanyol kisvárosban eljegyzést tartanak: Mayor Mendoza, a helyi polgármester férjhez adja lányát, Catarinát José Riverához. Az esemény azonban váratlan fordulatot vesz, amikor megérkezik Carmennel az élen egy cirkuszi vándortársulat.
