Az 1930-as évek táján egy fiatal írójelölt Berlinbe érkezik, hogy megírja élete nagy regényét. Ebben az időben a város olcsón kapható gyönyörökkel csábít bárkit, aki az élvezeteket és a szabadságot keresi. Az élet, a történelem legnagyobb tragédiái alig észrevehető apróságokon, elsőre múlnak. Gyakran magunk sem sejtjük, hogy e sok apróságból, hogyan épül fel valami, amit már nem tudunk irányítani. Berlinben sem látja senki, hogy a formás testű girl-ök kórusa mögül színpadra vonulnak a Harmadik Birodalom rohamosztagosai.
